Add Aria Label or title field to all link options

Would love it if an aria label or title could be added to ALL link options for all blocks, header widgets, footer widgets, etc. If it is a link - it needs an option to label it. This is especially important for links that are opening in a new tab.

A few examples of where these would be needed:

- Social Widget in header/footer
- Advanced Text (both for selected word links and for text wrap links.
- Advanced Image (it is available on the link options in the block editor but not on the link options in the toolbar.
- Image Overlay (the overlay link)
- Icon List (there is one for the icon but not for the link)
- Advanced Buttons

These already have this functionality so maybe it can be copied to the others?

- Section block overlay link
- Info Block link
- Icon Block link
