Allow Advanced Image Tooltips to appear on top of Images

When using Tooltips on Advanced Image Blocks, the Tooltip can be placed above, below, or beside the Image on hover. It would be nice to have options to display the Tooltip over the top of the Image, including positioning settings on top of the image.
